In the US, the change started on 29 August 2025, when the $800 de minimis exemption was suspended for all countries. In June 2026 US Customs made it permanent through two rules: one for all modes other than mail, and one for mail shipments, effective 24 July 2026. Every AliExpress or Temu parcel from abroad now goes through a customs entry. Amazon’s domestic stock doesn’t.
In the EU, the Commission confirmed that “from 1 July 2026, the EU will introduce a temporary €3 customs duty on low-value parcels”, covering goods worth up to €150. It is charged per tariff category: five T-shirts pay €3, but “3 T-shirts and a watch” pay €6.

Temu. The Commission’s July 2025 preliminary findings said “consumers shopping on Temu are very likely to find non-compliant products”, such as baby toys and small electronics. On 28 May 2026 it fined Temu €200 million. Its mystery shopping found “a very high percentage of the selected chargers failed basic safety tests”.
AliExpress. In June 2025 the Commission accepted commitments from AliExpress on some issues, and preliminarily found it in breach on illegal products. On 20 July 2026 it fined AliExpress €550 million, naming “counterfeit clothing, unsafe toys, dangerous cosmetics” among the products concerned.
Neither fine says every listing is unsafe. They say the platform’s own filter falls short, so on chargers, toys and cosmetics the filter is you.
What Return Rules Apply on AliExpress?
This is where a cheap order gets expensive. AliExpress’s Buyer Protection covers items that don’t match the listing or arrive damaged, raised within 15 days of receiving them. That is a claim about a faulty item, not a free change-of-mind return.
Free change-of-mind returns only apply to listings with the Free Returns icon. Under AliExpress’s Free Returns terms, items from mainland China sellers can be returned “within 90 calendar days from the date when the order was placed”. EU sellers allow 15 days from confirmed receipt. The free label is available “once for each order”.
